Why not institute a policy whereby once a month each travel booker must travel on a randomly chosen itineary they have arranged. That would soon open their eyes

This all boils down to the 'treat me like a child and i will behave like one' syndrome.

A family friend is the CEO of a small s/w company and years ago instituted a no questions asked, £10 per dieum for all trips (i.e. to spend on hotel movies, minibar, present for the other half, etc.), subject to following the company guidelines and keeping the overall budget under a certain limit.

Almost overnight expenses abuse (and overall cost) dropped dramatically as everyone voluntarially made the extra effort to get that cheaper flight, hotel & food etc to keep the per dieum system afloat.

Ok, not as applicable in a mega corp but the sentiment remains.
