I thought that most airlines did NOT allow you to open a second FF account. So, how can you get the gov. miles if you are not supposed to "mix" them in with your personal miles. Am I incorrect about the rule on more than one FF account?

No, you are not confused. Most, if not all FF programs specifically provide that an individual may only hold ONE account, which would preclude legitimately establishing two accounts. However, some colleagues of mine have skirted this rule by using a home address for one account and a business address for the other, thus forcing the computers into believing that they are two accounts for two people.
