Most cruises have a fairly significant discount for the 3rd and 4th (and 5th passenger) in any room. I'm thinking you might want to just price out the different scenarios for per passenger average cost. For example, if 8 rooms gets you any type of discount on all passengers for all rooms vs. having 5 rooms where mostly the 3rd, 4th and 5th passengers are discounted.

I've had very good prices and service booking cruises with crucon.com , so that's another place you might want to contact.

I'd also be interested in hearing back if you do find any good resources for group discounts as I'm looking at a family group cruise in the future, too.
