Ok, this oure speculation as I don't have any idea if I am right....

But maybe NW needs a new certificate because there existing does not include RJ's and they would have to ammend the existing.

Or they are goig to take the CO exp jet route, start the new airline and sell it off later and therefore it needs its own cert.
