If NewCo was going to be flown by mainline and furloughed pilots, why the heck would they waste money for a new operating certificate? Wouldn't it make more sense to save the $$ of buying and maintaining a seperate cert and put the new "regional" flying on the NW cert like US?

This is a move to screw the unions. Dougie won't rest until it's done.
