There is no RCC at OAK, so you don't have to worry about that (although you wouldn't get access anyway traveling domestically, as was already pointed out).
A cab from downtown SF to OAK is going to be in the $40 to $50 price range. You could do SuperShuttle for $25, but that definitely takes longer because it can stop along the way to pick up several other people.
