Driving would take at least 30 minutes, or more if there were traffic. I'm not sure about taxi fares, but as already noted, there's a subway system (BART) that connects downtown SF with the Oakland airport. There's some information here:

You do have to get off the train and switch to a bus, and even though the website says you can pay cash, when I tried the driver required a separate $2 BART ticket, not $2 cash or a BART ticket for any other value.
