No need to pre-book. Taxis at ORD are plentiful and a ride to the Loop should cost no more than $50, less if you're going to Michigan Avenue or Lincoln Park.

Alternatively you can take the CTA train. Blue Line trains take about an hour from the airport to the Loop and a ride costs $1.75. You are allowed free transfers to other lines at Washington, State, Clark, Adams, etc.
