I've found it's often less expensive to pickup a National car in TPA and drop it at MCO (or vice versa) than it is to pick up and return to the same (MCO or TPA) city. The same is true for TPA or MCO to MIA. I recently spent a week at WDW and then dropped the car at MIA before boarding a cruise ship. The rate was less than returning the car to the pick up location.
