Sounds like this itin was treated similarly to Hawaii upgrades, and not like a regular international itinerary. Probably because it's mostly CO/AirMike and not regular CO.

Also, as far as I know, NW Worldperks members do not have access to the co-pay system for upgrades on CO (or waitlist system). To upgrade on international CO metal with NW miles, you must be on a CO Y or H fare and there must be availability when you call Worldperks. Period.
