My wife has developed a general rule about travel in Europe. No more than 2 hours from hotel to hotel if you want to maximize time in the city you are staying in. From our viewpoint, you are travelling too much rather than sitting and enjoying fabulous cities like Rome. Our recommendations are to scale back the traveling and spend time twice the time enjoying half the cities you are planning to visit.

If you are on a Starwood tour in Rome, we are contemplating staying at the Le Meridien which has a better location than the 2 current Starwood properties. Of the two you have listed, we would choose the Excelsior based on location, location, location.
