I was on the Canadian once, running 3.75 hours late, and everyone cheered the conductor every time we stopped. That was almost 10 years ago, so the compensation for delayed trains must have been in effect then. (Unfortunately, we actually made up time and arrived in Toronto only 3 hours late, so we didn't get anything. VIA staff didn't say anything about compensation, but every passenger on board knew about it by the end of the trip.)
