Switzerland did recently have a vote in which the Swiss decided they wanted to join Schengen, but they are not yet officially in.

Cases like the one you mention are possible, but cannot be relied upon. And if the first place you arrive in Europe is Switzerland, then you will most likely be turned away if you only have a Schengen visa but not a Swiss visa.
