As far as I understand the regulations, I think bmi met their obilgation by giving you a food voucher. If you requested they contact someone to inform them of the delay they should also have agreed to this.
The €250 payment only comes into play for denied boarding (as opposed to just a delay), and if the delay was more than 5 hours you would have been entitled to a refund.

And be prepared for the airlines to work on a different clock to the rest of us. Last Sat the US Airways LGW-PHL pushed back from the gate at 4.30 pm thereby avoiding the 5 hour delay by some 20 minutes
of course it then sat on the tarmac for a further 30 minutes
