To answer your question, I don't think you will be able to use these vouchers for travel originating outside of the US. I was unable to use one on nwa.com for a NRT-LAX-NRT but worked fine for a LAX-NRT-LAX. Although I heard some people have had success using the paper voucher at a foreign based travel agent.
