I doubt they will do anything to Article 9. It is the cornerstone to stop activists coming back from exile etc. Also pretty big segments of indian soceity are against any change to Article 9, so passing the lower and upper houses with 2/3rds majority to ammend article 9 is not worth the effort.
Back to the appeasing NRI topic: the property laws were drafted to prevent foreigners to hold on to / aquire property in the post-independence era. No one realised the effects on NRIs as they where not such a big factor in those days. Nowadays with all the brain drain of the last decades, there are plenty of NRIs who invest in India and still want to keep roots in India altough they have aquired american citizenship to make life easier working in the US. If the GOI would have a better PR agency handling NRI relations OCI would not have been neccessary.
