The major car rental companies do offer an automatic transmission; it just may involve a higher price at time of booking. If an automatic transmission is price prohibitive to someone, perhaps that's just the way it is for both the want-to-be rental customer and for the rental car provider.

A couple of times a year I drive a stick during rush-hour from central Paris to Roissy-Charles De Gaulle and I have no issue.
