LHR slots and Bermuda II are two completely separate issues. Even if BII were repealed today, getting slots to operate services from BAA is a completely separate issue. Thus, when BII goes away, CO, DL, NW, etc will be able to operate to LHR legally, they just may not be able to secure good timeslots that will allow them to do so and be commercially viable.
As for slot restricted airports, LHR isn't the only one. NRT is a heavily slot restricted airport as well as FRA and our own LGA and DCA.
Bermuda II is a bi-lateral agreement so if anyone's to blame it's the governments of the US and the UK that agreed to the thing.
