The interesting thing in Europe is that it's illegal for Avis to prevent a customer booking a car for Paris but booking it via Avis in Germany to get a better rate even though they are resident in the UK.

So when you rent in the EU, try putting down Estonia or Slovakia and see if you get a better rate!
