It's been my experience for both the OnePass program and uPromise program that this clause has not been true. (However, I don't by tobacco products or alcoholic beverage products at ShopRite, so that piece may be true.) But while purchases are calculated pre-tax, I've been getting credit at pre-discount/pre-coupon amounts for all programs ...including their free turkey giveaway they run a few times/year. And I've been able to get credit for purchases at their pharmacy by simply presenting my card prior to the transaction.
