Actually back in the '70's there was a standing rule on most worldwide carriers about all shades being up for takeoff and landing, this had to do with firefighters being able to look in and see if there were people in the seats in the event of a crash. Exit rows are still required for outside observation in a crash situation to look for fire, etc. prior to popping the hatch.
