Shades up in the exit row for taxi, take-off and landing...on some of our aircraft, the FA has to assess outside conditions prior to opening her assigned door, so that is up for taxi, take-off and landing, as well. If you read the emergency briefing card, you'll see that the exit row person is also to look outside and determine if it is safe to evacuate through that door....fire, twisted metal, water, trees....all could hinder an evac through a door.
