AA can't hire because there are over 4,000 FURLOUGHED AA F/As. There is no issue with Seniority. Before AA can hire anyone, language or not, they must bring back the 4,000 furloughs first.
Yes, you are correct that many Chinese/Mandarin speakers were hired just before being furloughed....but I do know that 30 of them were brought back and are currently being used for the Delhi flights.
All they need are 2 speakers per flight.
