Using Kiosk to seat select Inter-line (LH) flight

I flew to HEL on Thursday with my wife. When we checked-in FLL the Kiosk, Mr. Chicken, was not working. At the check-in counter the agent said that he cannot change the centre/asile seats for our FRA-HEL flight because it is not a code-share flight (I had booked true LH flight). This did not make sense but I did not say anything. LH does not allow prior seat selection.

While in IAD I thought I see if at the lounge they could change the our seats and she did by changing me from the window to the asile by going into a "Through-check-in system" (I wished I had remembered the exact name of the system). Since our sequence number was 17/18 I knew the flight was wide open and that seats were available.

I'm not sure if Mr. Chicken is located near customer service in IAD like in ORD (never had a need to look) but I was wondering if others have used Mr. Chicken to choose seats on inter-line flights. Would the seap map of the LH flight shown up to allow me to choose the asile/centre seat?
