Well, my understanding from what I've heard is that the benefits should be the same perks worldwide, but maybe the US Avis CC desk has to call the location you're renting from on your behalf for any of the services that you need/want/are entitled to. I would think that if you gave Avis CC a quick call, they'd be able to tell you instantly.
