Except it specifically excludes full Y tickets ...

I'm not sure how this will be enforced ... I've had electronic tickets converted to paper tickets for various reasons without my prompting on occasion. I would assume in those situations I would not be charged since I did not ask for it, but maybe I would have been (if I weren't Medallion anyway of course) since whatever I was doing obviously required the conversion to paper ticket.

More importantly it would seem with this rule that some folks will be less likely to use Electronic Tickets because they will not be able to convert them to paper tickets for free when they need to ...
