Scarlet's my hotel of choice in SIN, but it's not for everyone. Indeed, some of the cheapest "Standard" rooms don't have windows, although (AFAIK) all except one have at least a skylight. The price difference to guaranteed-window "Deluxe" is quite minimal (<US$5) though. The other main downside is that even the pricier rooms are quite small.
On the upside, you get a very central location, brand new facilities, an outdoor jacuzzi, a great bar/restaurant on the roof and free Internet.
