There are various reasons why/how someone on a AONE segment can and will get in (to the FL as well) I do it all the time-- but I'm sure you'd agree, it's not the rules.
Let's just keep it simple please and not go out of our way to confuse people (as the OP is, obviously). NO admission unless in F or Z on 3-class transcon. Period.
