Here's the deal: if "C" = 0, the upgradable seats are gone or never were.
"I" class is discounted Business with restrictions. They are gone.
"D" class is discounted business and RTW, etc. They are gone.
All that is left are "J" seats, unrestricted, walk-up price Business seats, though in fairness, 7 or more of those.
Some of us tend to think that a good predictor is the availablility of "D" class seats, which if unsold will generally be released into "C" class inventory (usually close to flight departure) - upgradable seats. Today is February 20 - how many "D" seats do you see now? What do you think of your possibilities now? Especially if you have folks with higher (Gold, Platinum, Executive Platinum) status queued up ahead of you?
