Korea is closely behind: It's interesting to see how SME's outside of Seoul are struggling to get either private or public funding and at the same time the government is pouring billions into harebrained airports ( Mokpo ), new administrational cities and massive "tourism and arts" projects.
Ah, to be a high-ranking government official in those countries. Bribes, booze, luxury restaurants, gangster friends and an arrogance that is to be surpassed.
