It depends how and what sort of "full". On a particular route, I've had trips booked in N (ie fare sale fare) where I've been op-upped to J. On at least one occasion, this happened in two distinct stages, which gives an idea of what was happening behind the scenes.
Unsurprisingly, it's being reported that F may be being withdrawn from some or all flights on this route.
