Because ex-HKG, CX is home based carrier and therefore is more expensive than others. Similarly the same goes for SQ in Singapore, and believe it or not, TG in BKK is the most expensive. But from BKK, SIN, MNL, TPE... for CX flying via HKG to final destination, CX is one of the more cheaper ones because it requires a transit.
I don't think CX is delilberately disabling AVOD. I believe the answer is here:
