International transit baggage is no longer screened in MIA in most cases (again varies by airline and flight, so you need to check the procedure for your flight). The baggage recheck is for transfer to a domestic flight, not for international. For several years the procedure did require all baggage to clear US customs, but this procedure has now changed. You really need current info for Feb 2006 and your specific flight, there is too much variance over time (and is likely to change again next month, fwiw).
