New Budget terminal comes online end-Mar so you will need to changes terminals. There will be a shuttle service but timing is not fixed yet. I'm not so sure that 1hr 20min will be enough. Do note that Tiger will NOT be responsible if you miss your connecting flight.
The buses should run every 15 minutes, although in a pinch you can always take a taxi, who will hate you after queueing for three hours and then getting the shortest trip of his career.
Since Tiger requires you check in 40 minutes before departure, that leaves you 40 minutes to go through immigration and get your bags (~15 min), wait for the bus (0-15 min) and take the bus (5-10 min). Doable, but there's not much of a safety buffer there if your flight is delayed etc...
