I managed to get some sightseeing in Narita and pick up dinner in less than 3 hrs after I cleared immigration. My original layover was 7 hrs but cut to 5 b'cos of schedule changes. Keep in mind that a lot of flights arrive shortly after lunch hours, so you'll be fighting a long queue from other flights to clear immigration.
