You have too many stopovers. By the way, a "layover" is what happens between connecting flights in one day.. a stopover is when you stay at a connecting destination for 1+ nights.

I think you should book the award to LAX.. then buy a domestic flight to DC from there.
Travel up to New England via Amtrak or something.
