His reply is basically correct. However, I think he meant to say that after 4/6/2006 any change will require a $25 fee, whereas currently you are only charged if the change occurs within 30 days of departure.
What is the date of your award ticket?
Here is the info from nwa.com

Changing an Award Ticket
Once award tickets are issued, any changes made via a Northwest Agent are subject to a $50 WorldPerks administrative change fee per person, per ticket. These include changes to:
Dates and Times
Origin
Destination
Stopover
Class of service
Travel requiring higher mileage
Saturday-night stay restrictions (where applicable)
Reduced fee options exist for WorldPerks members to make award ticket changes to E-Tickets on nwa.comŽ or at an airport Self-service Check-in Kiosk.
Changes made at nwa.com 30 days or more prior to the originating departure are no fee*
Changes made at nwa.com less than 30 days prior to originating departure are $25 per person, per ticket.
Changes made at a Northwest Airlines Self-service Check-in Kiosk at the airport are $25 per person, per ticket.
* Effective April 7, 2006: Changes made at nwa.com will be $25, per person, per ticket. This fee is in effect regardless of how many days prior to the originating departure the changes are made.
Changes made via a Northwest Agent will remain subject to the $50 fee, and changes made at a Northwest Airlines Self-service Check-in Kiosk will remain $25, per person, per ticket.
Award tickets may be changed:
Online at nwa.com's View/Change Travel Reservations feature*
By calling a WorldPerks Reservations Agent at 1-800-44PERKS (1-800-447-3757)
By visiting a Northwest Airlines Self-service Check-in Kiosk located at most airports served by Northwest.
*A reservation may only be changed on nwa.com if it is Northwest marketed (tickets with a Northwest flight number) regardless of operating carrier. If your reservation is marketed by an Airline Partner (ticket has another airline's flight number), you must contact a WorldPerks Reservations Agent. The increased fee will apply.
