They can downgrade you if you don't have the instruments at check in... What else can they do? You do risk getting a crappy E- 42B seat though.
I would just say that I thought it was 2, and that the rule was O&D distance. 99.9% of UA pax would not know what a "fare break" is at all, use that to your advantage and play dumb.

Essentially, yes, that is all we can say when you are trying to get around the rules.

Unfortunately, unlike when on the phone, you can't just walk over to the next check in agent.
