Not necessarily. I recently stayed in a couple of ICs, one of which offered a "complimentary massage" in the downstairs spa that cost the normal price, and another of which offered "complimentary internet access" that cost $15 a day.

People sometimes don't understand the meaning of "complimentary" nowadays. Unless they think that they just have to compliment you while you are paying for it.
