*IF* you can do it from home you should be able to do it from elsewhere although beware that some ISP's authenticate outgoing messages by means of address rather than logging into their server and thus will refuse you when you're not on their network. I've accessed e-mail accounts from China this way, no problem other than it's slow.
As has been mentioned, though--some of the accounts you are trying to access via OE are pay-only features.
