I think it depends what time of day you are travelling.

Last June, I showed up at T6 at 4 p.m. and 10:00 a.m. and both times I ended up having to walk over to the elite checkin at T8.

A few weeks ago, I flew to NRT and showed up at about 9 a.m. and there was an elite line at T6.
