Unless and until the Government is willing to open LHR, LGW will always be a full service airport. The demand from to non-LHR North American destinations basically ensures it.
A full-service airport needs more than just a rump of full-service flights to a small number of destinations in one specific country, flights which will become less attractive because of the increased difficulty in getting to central London from the airport. This decision will tend to keep full-service business-destination flights moving from from LGW to LHR.
