Specifically, here are a few questions:

Is 8 hrs long enough to do something other than sit at the airport ?

Is there public transport into Toronto itself ? If so, is it frequent ?

If getting into Toronto is feasible, what things would you recommend (taking into consideration the aforementioned criteria) ?

If not going into Toronto itself, are there other options you would consider instead ?

I appreciate any and all insight and advice on this one (and no, leaving behind the 40-odd others is not an option).

What time of year are you going? That could have an impact on what you can do. Since the airport is in Mississauga, it's is not very convenient to get into the city (unless you take a cab). Taking the TTC will take forever.

Arriving at noon is in your favour though as the trip to downtown should only take half an hour. You could go in to town, go up the CN Tower, do some shopping at Eaton Centre/Yorkville/Queen Street. I'd surely hate to be sitting at Pearson for 8 hours. Of course, if it's winter time not sure you want to trek around downtown in the cold.

You could also take the short cab ride to either Square One or Yorkdale shopping malls which are closer to the airport.
