There is no IATA duty to re-route on another carrier. IATA has recommended practices, and they are just that: recommended practices. Airlines are entirely free to put something else in their CoC's and your legal entitlements are what is in the contract (i.e. the CoCs) plus whatever mandatory legislation (such as EU or national rules or, where relevant international treaties). Note, in passing, that the previous versions of the CoCs (pre-March 2005) did mention re-routing on another carrier, but not the current ones.
