AFAIK the OP's post is the first time we've heard it being reported as a policy agreed amongst OW members.
I remember that one as well. That having been said, I'd like to see much more confirmation (from a source other than an airport agent) before I'd go so far as to declare this "official policy"-- I suspect it's more complicated and less concrete than that.
