Is this what rcs85551 was talking about in this post?

I thought it would affect those times we have a direct flight with one stop. In the past I've successfully split this into 2 segments so that one could clear even if the other didn't.

If both segments, even with a plane change and different flight numbers, have to clear before any upgrades are processed this really stinks.
