I believe that everyone continuing onto a domestic connection will have to clear customs/immigration, so there will be no confusion in GIG...everyone will already have immigrated. Again, that's because this an RG flight, so there could be plenty of local traffic. On a CO or BA flight, though there could be no local traffic, so there is no confusion created by letting people stay on the plane until they get to GIG.
