Public Health Officers are the “forgotten” branch of the military just like the NOAA. When the US Congress declares war, the Public Health Service and the Coast Guard fall under the jurisdiction and control of the US Navy. During peace time the PHS is under the control of Dept. of Health and Human Services while the Coast Guard is under the control of Dept. of Homeland Security.
