I would think that the only way this would work is if the program superceded all potential upgraders (GS, 1K, 1P, 2P) so the servicemen would get the first crack. If we could donate to a pool and then whenever a servicemen was upgraded, the balance would be subtracted from the pool.

If they set up the program so that military people got upgraded ahead of status members I would raise holy hell. Sorry, they are doing a job, just like everyone else. Why should they get an upgrade to F ahead of a member who earned their status by flying UA? If those who have earned the right for an upgrade are accomodated and there are still seats left, go for it. If a member entitled to an upgrade wishes to pass that upgraded seat to a military person, go for it.
Do not assume that I think they are more important than anyone else on the flight. They are not. They volunteered to join the military and are compensated for their work.
