Wow! I've flown several different interline connections on UA and have never been able to get BP's issued for the connecting airline, even for a codeshare on US. I'd generally say that you wouldn't be able to obtain all BP's up front, but your experience makes me think potentially otherwise. The good news is that you should be able to check your baggage all the way through and have it transferred to OS without having to reclaim.
